TRIO programs are a suite of federally-funded outreach and student support programs designed to help individuals from disadvantaged backgrounds, particularly low-income, first-generation college students, and individuals with disabilities, access and succeed in higher education. These programs provide a range of services, including academic advising, tutoring, counseling, and financial aid assistance, to help students overcome barriers to higher education and achieve their educational goals.
Upward Bound
Provides high school students from low-income, first-generation backgrounds with the skills and knowledge they need to succeed in college.
Educational Talent Search
Works with middle and high school students to encourage them to pursue higher education and complete their education.
Upward Bound Math & Science
Designed to help students recognize and develop their potential to excel in math and science and to encourage them to pursue postsecondary degrees in math and science.
Educational Opportunity Centers
Helps adults, especially those with limited previous education, to prepare for and enter higher education.
Veterans Upward Bound
Supports returning veterans in their transition to higher education.
Student Support Services
Offers support to students in college, including tutoring, counseling, and financial aid assistance.
Ronald E. McNair Post-Baccalaureate Achievement
Prepares undergraduate students for graduate study and doctoral degrees.
President Trump’s newly released 2026 budget proposes the complete elimination of the Federal TRIO Programs, which have helped millions of low-income, first-generation students – including veterans, adult learners, and students with disabilities – succeed in higher education for over 60 years. The Trump Administration’s budget proposal claims that “access to college is not the obstacle it was for students of limited means.” However, data from the U.S. Census Bureau demonstrate that students from the poorest families earn college degrees at rates far below students from the highest income families. As recently as 2023, students from the highest income quartile earned college degrees at a rate more than four times that of students from the lowest income quartile (62% vs. 15%).
We ask you to contact both your Senators and your House Representative and urge them to protect TRIO from funding cuts and possibly even increase TRIO funding so that today’s low-income, first-generation students and students with disabilities will have access to higher education.
